Go for it. I like dreads that are well maintained.

The kid is 14, it's his hair, it should be his decision

I personally like dreads.
Make him pay for the special shampoo to wash them correctly.
Regular shampoo works fine
I disagree with that part. Get him the product meant for the maintenance of proper dreds.
I’m not unfamiliar with them. Shampoo is shampoo

What products? I use shampoo and conditioner

Is he generally responsible about haircuts and cleanliness? I think 14 is old enough to make a decision. It's just hair. He can always cut it.

At 14 you still control his hair style?

And I understand a lot of work and care goes into dreads. I could be wrong but it does not sound like you just put the wax in and leave it alone.
He’s not Caucasian but isn’t 14 the time to look awful? And I’d pay someone to do it for him
I'm Caucasian but I think unless you have the right hair texture it just looks silly. If my son wanted to grow his hair out and do it by all means he could. I've just heard it's a commitment. Like you have to keep up the waxing at home for a while after the hairdresser does it. This is what I've read. I don't know I've never done it.
It’s the easiest style I’ve ever had. I’m very lazy about my hair. If it was too much work, I wouldn’t have them

I don't see a problem as long as he takes care of them properly. Teenage years are the years for experimenting with that kinda stuff.
