If he has consistent set hours every week, they should find him something else to do during his regularly scheduled time and pay him.

Libraries are publicly funded. His pay is factored into that funding. If his employee agreement states that he is to have an option to work if circumstances beyond his control impact his work, and he chose to go home, that’s on him. There isn’t enough information about his agreement to say yes or no.
