I would do the baggie idea. Or see if they have pants that have pockets that button or zip to wear. My kids do. That way they can keep their own money.

For the birthday thing I am paying for their entrance and lunch and dessert. If they want more than that-they will need to pay for it themselves.

I always give my kids a set amount that they can spend, at 12 and older they can manage their own money, under that I use little bags.
When my kids went places they had travel wallets, or a fanny pack they could use. So far no one has every lost money.
