They refer to his high crime. I think he actually needs to be charged with a crime before they call it a high crime.

It seems like a waste of time. If the voters want him out they have the power to vote him out.

Nixon was about to be impeached. They had prepared the articles of impeachment. Then, as a result, Nixon resigned to avoid it.
