If you meant that he was a victim of physical abuse you need to edit your OP. Is he a victim with everything else or is he a perpetrator. In my case it wouldnt matter. It would be a hard freaking no. Whether by fostering from the state or a kinship placement. It would still be no. My nuclear family comes firsr
