I know our justice system is garbage but no need to make it worse by instituting some sort of pre-crime judgement. You can't keep people in jail who have not been found guilty and you can't keep people in jail because they might do something. Bail is meant to ensure that people show up to court, it is not meant to be a punishment. If there was no reason to assume he would skip town then there really was no reason to impose bail.
