I would not assume the increase in STD is "beyond the GOP's intent" when they voted to cut funding. I believe the intent is to control sexual activity by any means, and the fear of STD is an effective way to do that. Sexual activity outside marriage is to be prohibited, and those you do not conform are to be punished. This is the Biblical approach to morality.
