If its a client it depends on how bad and how long it went on. Usually they have to pay back the money and lose their benefits. They also cant reapply for 3 to 5 years.
If its a doctor, hospital or pharmacy the consequences are worse. They have to pay back the money, a fine, loss of medical license or contract with medicaid

In Canada this is a big issue and it does matter if someone is turned in.
