Ok, now you're just being obtuse.
A woman in a p**sy hat yelling obscenities is not an immediate threat and does not put you in inherent danger. A person with a gun being carried improperly, does!
If that's too difficult for you think of it in terms of crochet hook (p**sy hat) vs a pocket knife (guns). A crochet hook poses no immediate danger. Sure, I can always stab your eye with it, but otherwise it's a rather blunt object not capable of causing much damage without a large amount of force behind it. If I whip out a crochet hook your first thought is NOT, "Do they intend to hurt me?" I can walk into any store with a crochet hook in hand and I'm going to get asked if I"m looking for yarn.

A pocket knife is a sharp object, Now, MILLIONS of people carry them on their persons safely and properly in the closed position all the time it poses no inherit danger and they too are perfectly legal. Until you come across the one asshole that decides to whip it out and is now gripping the OPEN pocket knife holding it out in front of themselves everywhere they go. When they walk into a store with said open pocket knife, No one is going to come up and ask them if they are looking for cheese, an apple, or even whittling sticks. Now add a rally of a thousand of open pocket knives being gripped out in front of the people as they walk around yelling obscenities. Are you still afraid crochet hook wielding p**sy hat protester, even a thousand of them? Or are you more concerned about the jackasses going around with open pocket knives yelling obscenities?
