It's hard to explain. At my last job, I was a volunteer for helping people in need apply for assistance. The federal rules are a bit lenient, but states are mandated to follow federal guidelines. One example is the percentage of poverty level. States are allowed to choose whether they use 185% of poverty level or 100% of poverty level.
Reading the federal and state policies was eye opening to say the least.

Here in Arizona, our Medicaid is called "AHCCCS," or Arizona Health Cost Containment System. For a family of four, for example, the maximum amount of income received in the home (after deductions and per the following link reflecting January 1, 2020) is $2,854. a month. What I am concerned about is what has generally been the rule is that if you're qualified to receive Medicaid, you're often found to also be qualified to receive SNAP.
But not always the opposite.
SNAP can be so beneficial for so many families, including many who ARE working presently already. But so can the Medicaid benefits and even for adults.

An individual who receives SSI (a different program from social security) gets about 7 to 8 hundred a month. They might qualify for SNAP. But it won't be much. I've seen elderly poor qualify for only $10 a month. Add grandchildren into the family dynamic and SNAP will go up considerably.
If you (general) qualify for SNAP, you can also apply for Medicaid. It's usually granted, or you wind up in the "share of cost" category. Which means whatever your monthly income is, is your deductible so to speak.
