Just to piggyback onto this thought, recent studies still show infants under the age of one, have learned to "prefer" the race of their caregiver over other races. It is how the brain is wired. That is an instinct. And it is an instinct in basically every mammal.
Humans are able to excel past the animals when it comes to logic, however many humans need to be taught proper logic. Most do not get that privilege.

They absolutely can. I've seen people have changes of heart over time.
