They do have to speak to and interview the parents, they also have to have a court order to remove the child.
They cannot come in your home without a court order unless they witness an emergency taking place. They cannot take your children away without a court order except in exigent circumstances. ... However, CPS cannot take custody of the child from the police until the court order is complete.

They do have to. My husband is Arkansas DHS. They can detain a child, but not remove the child from custody. And since Arkansas has been under federal observation for being the quickest to remove children , and having an extremely high removal percentage- FINS cases are removed only in the most drastic of cases.

If you live in a different state, how do you know what the condition of the house is? Have you seen it for yourself, or are you hearing it from someone else? If you told them you heard it from someone else, and didn't see it with your own eyes, that's probably why it wasn't taken seriously.
