Why has he worked decades for a business that has been operating illegally? There are other construction companies if this one is somehow paying off every judge and inspector.

He hasn't work decades for this company. He has been with this company for 2 years. There are other companies but they dont pay what this one pays and this one does most of the bridges and road work in this area the west side of the state .

Could he start a lawn care company? People around here pay quite a bit to have their yards mowed.

There are a lot of things he can do with his construction background that don’t require manual labor. He can be a supervisor, even a contractor if he hires others to do the actual work. He can be a landscape artist or just do some office job for a construction company.

If you don't mind my asking, what kind of construction? My DH is the plant manager at a custom curtain wall fabrication shop (Also construction) he might have a few ideas for your DH.
