It wouldn't have bothered me. I think all bathrooms should be gender neutral to begin with.

I've noticed new buildings are actually using walls now instead of the stalls with gaps.

I would either just minded my own business or asked if they needed help or wanted me to block the door. Same goes for a dad out with his young daughter and doesn't want to take her into the men's room.

I would not have an issue with this. There are exceptions to most rules. On another note, I have traveled often to places where bathrooms were universal.
